Every school system has an interest in preventing drug and alcohol abuse in its student populations. Just as alcohol abuse is the source of many problems in society, school campuses across the country must wrestle with the same alcohol based disruptions and often traumatic consequences.  Regardless if it is from students bringing alcohol onto the campus, students coming to school under the influence of alcohol or attending extracurricular activities under the influence.

The school years are the time when the physical, psychological and addictive effects of drugs and alcohol are most severe.  Children grow chemically dependent faster than adults and their record of successful recovery is extremely poor.  Children’s lost educational opportunities will affect the rest of their lives.  The effects of drug and alcohol abuse is not limited to the abuser, the student body, faculty and the entire educational process are all victims.

We have a compelling need to protect our children and provide a safe and drug-free learning environment in our schools.  Drug and alcohol testing may be an appropriate means of addressing this need.  When properly conducted, such testing intrudes only minimally on individual’s privacy expectations.  In addition, drug testing provides an effective means of deterrence and detection that cannot be achieved by other methods.
